Traction is basically keeping balance - it's what your winter boots have. Traction control prevents loss of stability while the wheels spin by reducing the engine power or slightly applying the brakes. There may be an override switch which allows you to turn your control off for situations such as a car stuck in a ditch, snow or mud. By removing it, you can drive with max acceleration, but having it on helps you stay more in control.
The traction control is not a lone part - it works using the same systems that the anti-lock brake system uses. Because of this, if one is disabled, expect the other to be faulty too. Have a mechanic come by as soon as you can to have your vehicle inspected or repaired as there are safety hazards to leaving these systems broken.
